I hope Medvedev and Putin know how to tackle this problem. I guess army is the strongest pillar for a nation and seeing so many suicides is definitely discouraging.

That goes to show one reason possibly why Russia just isn’t what it was. Russia needs to work on getting their soldiers in line and stop the violence in the ranks because until that stops there won’t be as an effective military as it can be.
That reduction of 15% is still surprisingly low considering we’re talking about 341 military personnel killed themselves. It’s just tragic.
